Personal Mastery is an increasingly popular term and goes beyond personal development. It is the second discipline of Peter Senges book - The Fifth Discipline in which you will find a detailed explanation in chapter 9. The term is also used by Stephen Covey in his book The Seven Habits of Highly Effective People.
